Florida Gambling Casinos
As with many states, Florida gaming regulations have evolved as a witches brew of laws, regulations, and afterthoughts from legislators that were driven by an assortment of motivations. To top it all off, Florida voters in November 2018 passed an amendment to the Florida constitution that prohibits any new casinos without voter approval. At the same time voters also abolished dog racing in Florida effective January 1, 2021.
Since many dog tracks have card rooms, it remains to be seen whether those card rooms will be allowed to continue once the dog racing ends.
Seminole Indian Casinos
American Indians, by virtue of owning Indian reservations are able to build casinos on the reservations and in some cases at other sites. In Florida, the Seminole Indian tribe operates two hotel casinos plus several non hotel sites throughout the state. Additionally, the Miccosukee tribe operates a hotel casino just outside of Miami named Miccosukee Resort & Gaming. This casino offers 1700 slots but no card tables.
Florida gambling casinos including Seminole Hard Rock Hotels & Casinos which offer the largest and most comprehensive casinos in Florida. The non-Hardrock Seminole casinos have basic Las Vegas types of games including roulette and blackjack as well as slots, poker, and baccarat.
Gambling venues at horse racing tracks, dog racing tracks and Jai Alai frontons are called Racinos. Florida has a mishmash of casino laws that means poker tables are permitted at horse track, dog tracks, and at Jai Alai frontons but not gaming machines such as slots. But there are exceptions as noted below.
Miami-Dade and Broward County (Fort Lauderdale) Exceptions
There are exceptions to the poker table only rules for horse race tracks, greyhound race tracks and Jai-Alai in Miami-Dade and Broward County (Fort Lauderdale) where slots are also allowed. Therefore, you will see slots at Casino Miami, a Jai Alai fronton and the casino at Gulfstream Park and Isle Casino at Pompano Raceway.
Calder Casino Exception
In 2018, the Florida government decided to allow Calder Race Track to operate as a casino only and not be required to run live horse races as a contingency for the casino operation. Thus Calder became another exception to the rules and operates today as an electronic gaming casino offering 1,100 new and traditional slots and electronic versions of blackjack and roulette. Bingo is offered on Wednesdays and Fridays.
Dog Racing in Florida
Dog racing was banned by Florida voters in a November 2018 referendum and all dog racing in Florida must cease by the end of 2020. In a meantime, the dog racing and related card rooms will continue to operate. It is unclear what will happen to the card rooms at these tracks.
Cruise Ship Casinos
With the exception of the ships of Disney Cruise Lines there are gambling casinos on virtually every one of the hundreds of cruise ships that sail from Florida ports . The casinos on these ships open as soon as the ships reach international waters and are no longer under the jurisdiction of the State. Cruise ship casinos are very similar to what you would expect in Las Vegas, but on a smaller scale.

Also, there is also a casino gambling ship named Victory that sails from Port Canaveral twice a day for a few hours of Las Vegas type gambling before returning to port.
